Montreal police have created a 25 page guide designed to help the city's festival organizers protect against terrorism.
Police say they want to be pro-active and are offering suggestions to keep the public safe, including where to place concrete barriers to prevent vehicles from driving into crowds of people.
They stress they aren't guarding against any particular threat.
Officials at the Jazz Fest and Just for Laughs festival tell CTV Montreal that security at their sites is their number one priority.
