Quebec solidaire outlined its proposal to better fight sexual violence against women.
The party has been pushing the provincial government to do more to support victims, and to change the province's "rape culture."
MNA Manon Masse said as it stands the justice system often fails victims, claiming 40 per cent of sexual assault files are deemed unfounded.
That number is of great concern to Masse and the rest of Quebec solidaire.
To better serve women in Quebec, Quebec solidaire wants the province to implement an initiative known as the 'Philadelphia model.' It would mean all sexual assault cases deemed to be unfounded would be reviewed by advocacy groups and high-ranking police officers to determine if there were any failures in the process.
Masse is calling on the province to review dismissed claims going back five years.
"Have some women from women's groups, from some feminist advocates and some LGBT rights defenders. So, I think with this kind of committee, we can go back for the last five years," she said.
The city of Philadelphia introduced the system in 2000 after an investigative report showed how local police had not been properly investigating sex crimes.
Since then dismissed sexual assault claims have plummeted, and the system has been introduced in a number of other US communities and some in Canada including Calgary.
Along with the review process, Quebec solidaire is calling for an aid fund to help victims and mandatory sexual education courses given by trained professionals.
