The right-wing group called La Meute, or the Wolf Pack, was involved in the debate leading up to last Sunday's referendum on a zoning change in Saint Apollinaire near Quebec City.
Voters living near a funeral services business voted narrowly to defeated the measure, which would have cleared the way for a Muslim cemetary.
La Meute is a Quebec-based identity politics group which denies it is engaged in bigotry. It says it is dedicated only to keeping radical Islam out of Canada.
However, some of its members have been known to make anti-Muslim comments.
Le Devoir says six of the most vocal members of the No Committee in Saint Apollinaire are members of La Meute, including the spokeswoman. She and possibly others in that group did not have the right to vote in the referendum.
La Meute admits its connection to the cemetery debate but says it only supported the committee as an exercise in democracy after some of its members got involved.
