Childhood rape survivor Martine Legault is taking the Quebec government to court for the 2nd time, for refusing to pay victim compensation that a judge already ruled her eligible for.
He lawyer Marc Bellemare says the Compensation for Victims of Crime Initiative is broken.
"Her life was a nightmare since she was abused," says Bellemare. "We're talking about people who are mentally injured, mentally disabled, Minister of Justice Madame Vallee doesn't do her job."
He says Legault was violently raped by her stepfather regularly when she was 8 years old until she ran away at 13.
It's been a hard life from then on, she's struggled with depression and addiction, in 30 years she hasn't been able to keep a job
Bellemare says she's exactly the type of victim the Compensation for Victims of Crime Initiative was created to help, but is failing.
"IVAC is not there for the victims," he says. "They're waiting too long, they don't pay what the victims are entitled to receive."
Bellemare says despite a psychiatrist report confirming Legault is unfit to work, they must continue to fight in court to get her government support.
