Efforts to stem the flow of drugs into Canada through the Port of Montreal have been hampered by problems with a machine used to scan shipping containers.
Le Devoir says in 2015-2016 the unit was out of commission 26% of the time, or one day in four.
The situation improved the next year, but the scanner was still not working about 10% of the time.
The Canada Border Services Agency says they have since upgraded all scanners and expect better results.
The Port of Montreal is second only to the Port of Halifax for drug and vehicle smuggling in Canada.
There are now a dozen scanners at the Port of Montreal.
Each one is capable of scanning one container per minute, but the newspaper says about 1.4 million containers make their way through the port every year.
