Liberal MP for Mount Royal Anthony Housefather is leading the charge to change the law so that surrogate mothers and sperm donors can be paid.
"It's a different world today," Housefather told CJAD 800 News.
"This shouldn't be a criminal act; there clearly has to be regulations around it."
Bioethics professor at Dalhousie University Françoise Baylis said it's not about decriminalization but about exploitation and treating women's bodies and babies as commodities. Baylis said we already have a system that works and pays for out-of-pocket expenses.
"So you're going to get to be generous - we just say we're not turning the human body into a marketplace," said Baylis in an interview with CJAD 800 News.
"I have confidence in women to make the right decisions and confidence in men who would be sperm donors to make the right decisions and I think decriminalizing is the right course, leaving provinces to properly regulate," said Housefather.
Housefather will table his private member's bill in May.
