It needs a judge's approval, but a class action lawsuit has been filed against the city of Montreal and the Quebec government over what happened on highway 13 this week because of the big snow storm.
At least 300 vehicles, an estimated 500 people, were stuck Tuesday night.
Many motorists had to spend the night in their vehicles as the city was blanketed with snow.
The suit seeks $2,000 for each person stranded.
The city and the provincial government are accused of gross misconduct.
Lawyers behind the suit say people were prisoners in their vehicles and didn't know what was really going on.
Provincial police said stalled truckers on the highway might have refused towing, which triggered the ordeal for motorists, an ordeal some describe as "the highway 13 fiasco".
