A black, English-speaking, handicapped man says Laval police went way too far when they arrested him in May.
39-year old Pradel Content says his arrest was violent.
He explained 2 officers were tailing him, so he stopped his vehicle and began taping them using his cellphone.
Then, they handcuffed him.
"I'm filing a complaint to the Human Rights Commission because... this is totally wrong. I can't breath right, I can't live right, everytime I see an officer right now, I'm in shock, it wasn't like that before. But, now I see the police officers, or even a security guard with a suit and I get scared, my heart jumps a beat and I can't live like this", said Content.
Police erased his cellphone video, something they admit to in their report.
Authorities say Content was ticketed for cellphone use while driving, adding he was arrogant and was yelling.
