A class action lawsuit has been given the green light following that big snow storm in March.
A Superior court judge is allowing one of two suits filed to go ahead.
It seeks compensation from Quebec for hundreds of motorists stuck on Highway 13 overnight.
Several trucks on the highway were not cleared and that led to what was described as the highway 13 fiasco.
Premier Couillard formally apologized to people who were traumatized as a result.
"I wasn't happy yesterday," Couillard said at a news conference.
"I am less happy today because I see the shortcomings in how people should have worked together", he added.
The Surete du Quebec relieved two high-ranking officers from their duties over the handling of the fiasco.
Provincial police launched an internal investigation into how the situation was handled.
