He's calling on Justin Trudeau to reconsider his "divide-and-conquer'' approach with the provinces on health care funding.
Couillard blasted the Liberals after two more provinces, Nova Scotia and Newfoundland and Labrador, reached separate deals with Ottawa.
The agreements will see millions flow into those provinces over the next 10 years to pay for mental health and home care services.
New Brunswick was the first province to negotiate a separate deal with the federal government.
Federal health minister Jane Philpott said Ottawa is open to talking to other provinces.
